The crime of terrorist financing is almost nascent in the Iranian penal system, which was criminalized on 11/13/2015 according to the Anti-Terrorist Financing Law. Due to differences in the structure of the discourse on the definition of the concept of international terrorism, the law, without defining terrorism and its criminalization, determined the punishment for financing terrorism. Traditional crimes; Such as corruption on earth with the concept of terrorism, have led to a lack of proper understanding of terrorist behavior, and the lack of differential criminal policy in this regard may reduce the impact of the clashes. More importantly, the Iranian penal system has looked at the issue of terrorism with the mentioned traditional structures, without considering the policies against counter-organized crimes, which are fully related to terrorist crimes. However, although there is no correct understanding of terrorism in Iranian law, it can be said that the adoption of this law means the determination of the Islamic Republic of Iran to fight the foundations of terrorist behavior.
